Visual Information Specialist

Designs and executes printed material for manuals, pamphlets, handbooks, computer graphics, and similar types of publications which require knowledge and understanding of the graphic arts industry and drawing instruments. Provides layout and design support for the organization's Annual Report, Quarterly Newsletter, and other organizational products for internal and external audiences. Selects the appropriate medium for execution, suggesting media for incorporation, laying out the design, and converting the request to a finished product suitable for reproduction and/or graphic presentation. Prepares proof layouts for clients conveying an effective visual design of typography, graphics, and space to maximize visual impact and emphasize visual elements to the audience. Meets with customers for all multi-media projects to include planning the assignment, active participation in the coordination of the assignment, and post critique of the assignment for evaluation purposes. Uses various computer peripherals, i.e., film scanners, flatbed scanners, dye sublimation printers, color and black & white laser printers, large format display printers, and computer graphic software to design multi-media digital outputs. Operates digital 35mm, and surgical operating room cameras incorporating an assortment of films, digital media, filters, lenses, lighting, and flash equipment. Takes photographs of patients in the operating room, ward, clinic, and studio, surgical and autopsy specimens in the morgue and operating room, and specialized subject matter such as colorless transparent objects, culture media, poly-acrylamide gels, petri plates, test tubes, and other scientific subject matters. Photographs a wide variety of subject matter within the Medical Center of a non-medical nature, i.e., public relations photography of awards presentations, events, accidents, crime scenes, and small and large objects in the studio or copy stand using a wide variety of lighting, lenses, and cameras. Planning, operating, and utilizing budget to monitor, analyze, and evaluate the financial management impact for the photographic section to assure adequate supplies and equipment meet current and future 'needs of the department. Takes inventory of photography and multi-media supplies and reports to the Supervisor for re-ordering. Gathers statistical information and tracks workload for department reports. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
developing and producing custom designed visual products; translation of ideas into visual designs; decision making; cropping and scaling photos and illustrations; use of typography and other graphic elements; knowledge of medical terminology and procedures; working with computer graphics software packages, a variety of commercial or graphic art techniques, typesetting, layout, and original illustration; planning and preparing Section 508 compliant design files. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B or J.D. in a major study of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. Physical Requirements:
The work requires sitting behind a drafting table, work surface, sitting for long periods at a computer workstation in front of a computer display, standing, continuous typing on a computer. It also requires the employee to distinguish shades of colors and black/white tones and the ability to perceive and sense color hues and chroma accurately. The work in photography requires sitting behind a copy stand, standing, kneeling, crawling, bending, climbing stairs, lifting, pushing, balancing, stooping, reaching, climbing ladders, carrying camera bags filled with photographic equipment, loading audiovisual equipment onto motor vehicles and carts, climbing stairs with audiovisual and photographic equipment. Some equipment may weigh up to 75 pounds and will require heavy lifting. Dollies and carts are available to assist in transporting equipment. It also requires long period of standing, as projects are normally done on high benches or tables to enable the specialist to work from various angles. The work is performed primarily in the areas of Office of Communications and External Affairs, Medical Media Department. It is also performed in the VA Greater Los Angeles Healthcare System. Attendance to workshops, trade shows, and educational programs may take place outside the Medical Center and travel will be necessary to attend them. Work may involve the soiling of clothing and skin surfaces from inks, and other mediums. Protective clothing such as mask, gown, gloves, or boots will be provided as necessary. Work environment may be stressful due to high workload and short deadlines. Accordingly, the ability to cope with a high degree of stress is required. Some of the work will be conducted away from the office in non-traditional settings. The nature of the job requires travel through an assigned geographical area away from the office. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
