Program Analyst

The duties may include, but may not be limited to the following:
Performs Construction Administration Work:
Controls and manages project milestones and budgets from initial studies through construction and initial operations. Allocates project funds to contractor, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate. Identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress, measures performance and effects necessary corrective actions to maintain schedule and cost. Manages Planning/ Design Teams:
Provides data and analysis of capital asset utilization and space needs as they relate to gaps in clinical, operational and facility programs. Coordinates the planning, design, cost engineering, construction, and environmental considerations, etc., for construction projects varying scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues. Conducts high-level space/capital asset utilization/needs assessment studies based on facility Master and Strategic Plans. Provides Professional Customer Oriented Advice:
Represents the station and serves as the station's primary point of contact for assigned projects with customer(s), Federal, state and local government agencies, other external organizations and higher authorities. Keeps the customer fully informed of project progress, issues and their resolution, and any impacts on costs. Assures that customer or other agencies' participation in the project is in accordance with the agreed upon management plan, that customer commitments including cash payments and in-kind services are being maintained, and that customer fiscal status remains secure and in accordance with established policies. Performs Administration Work:
Provides guidance, development and coordination for the planning, design, and oversight of assigned projects/programs. Acts as a contracting officer representative (COR). Oversees leases and interagency agreements for facilities as assigned; to include wireless companies, credit unions and property management companies. Prepares detailed cost estimates for use in obtaining maintenance funding and bid evaluation. Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments. Work Schedule:

Applicants must have one (1) year of specialized experience which equipped them with the specific knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the GS-11 level in the Federal service. Specialized experience includes:
having knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; capable of developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations; understanding pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied; familiarity of the major issues, program goals and objectives, work processes, and administrative operations of the organization; utilizes skills to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
