Management & Prog Analyst

The Transitional Housing Program office oversees transitional housing programs funded through the National Grant and Per Diem and Healthcare for Homeless Services in addition to VAGLAHCS funded programs, when required. This position serves as the Transitional Housing analytical expert for VAGLAHCS and will work closely with Transitional Housing Coordinator on a daily basis. Incumbent must demonstrate possession of the following knowledge, skills and abilities which are high predictors of success in the role:
analytical ability, substantive knowledge of THP programs, and knowledge of pertinent statistical, accounting, budget, and economic principles and techniques. Major Duties are:
Program Analysis, Audits and Implementation:
The employee designs and conducts qualitative and quantitative analytical audits and studies of the Grant and Per Diem and Health Care for Homeless Veteran Transitional Housing Programs within the VAGLAHCS program (both administrative and program functions) such as reviewing of annual inspections, understanding the specifics of the service grants and contracts and helping identify when corrective action plans should be reviewed with the coordinator of the program. Development of Programs, Policies, Procedures, and Criteria:
Develop Transitional Housing Programs policies to ensure that quality transitional housing services are planned, developed, and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Budgeting/Financial Management Work:
Formulates, presents, executes and analyzes THP organizational budget. Evaluates financial trends and determines compliance with agency guidance. Administrative Management:
Responsible for the daily management of administrative operation activities within THP. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Auditing; Develop policies and/or procedures, and Managing office space and/or equipment in a medical care setting. You will be rated on the following Competencies for this position:
