Human Resources Specialist

As an Human Resources Specialist (HR Liaison), you will provide HR advisory services in all matters pertaining to human resources management. Functions include reasonable accommodation, pay and leave, workman's compensation, employee benefits, recruitment and staffing, employee and labor relations ensuring all actions are in accordance with agency protocols and regulations. Specific duties include:
Serve as technical specialist in leave administration to include Family Medical Leave Act, Leave Without Pay, leave sharing, military leave, annual and sick leave, and time off for special circumstances. Provide technical support and advice in benefits programs such programs as:
Federal Employee Health Benefits (FEHB); Federal Employees Group Life Insurance (FEGLI); Thrift Savings Plan (TSP); Federal Long-Term Care Insurance Program (FLTCIP). Administer the Reasonable Accommodation Program to assure effective program operations. Provide advice and technical expertise to employees and supervisors in the submission of workers' compensation claims due to an occupational injury and/or disease. Advise supervisors on various recruitment options to include Merit promotions procedures, Non-Competitive hiring authorities as well as internal and external hiring regulations. Assist with Position Descriptions, Crediting plans and Job Analysis for various internal positions. Provide advice and assistance on management employee relations issues. Advise on actions concerning employee management communications, grievances and appeals, disciplinary actions and performance. Research laws and regulations and data in order to recommend solutions to problems. In-process all new employees, including processing of security clearances. Prepare personnel action items such as:
promotions, separations, retirements, etc. Train management officials on human resource policies and procedures. Draft recurring and non-recurring documents such as white papers, technical reports, manuals, directives and correspondence. Work with customers, both internal and external in such a way to enhance customer satisfaction; designs work processes and practices. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans). For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. Applicants must have 1 year at the specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as experience in at least two of the following:
Experience performing HR management advisory services for specific requests requiring research and applying human resources policies and practices Experience in Federal staffing and recruitment using a variety of Federal hiring authorities Experience serving as an alternate Reasonable Accommodation Coordinator Experience performing position classification Experience providing guidance on labor issues regarding unfair labor practices, grievances, information requests and negotiations Advising on and drafting disciplinary and adverse actions and performance-based actions. Education Substitution:
Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Education substitution of a Ph.D or equivalent doctoral degree; OR Three full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. Graduate education must have equipped you with the competencies described in the How you will be evaluated section of the announcement. OR Equivalent combinations of Specialized Experience and Graduate Education:

Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature. Experience providing advice and guidance in the areas of classification and staffing and recruitment. Experience in recruitment using delegated examining procedures. Experience making final classification determinations and writing evaluation statements Resolving complex leave administration issues Experience serving as a Reasonable Accommodation Coordinator Defending agency actions in front of a 3rd party hearing (FLRA, MSPB) Experience as the chief negotiator in labor negotiations Education Substitution:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
