Human Resources Specialist (Recruitment/Placement)

RECRUITMENT AND PLACEMENT (55 PERCENT):
Reviews the application packages of applicants in accordance with agency's qualification standards. Sends reviews to Hiring Managers to make changes/edits to announcements. Issues certificates to Hiring Managers. Sends Notice of Ratings and Referrals (NORs), and disposition letters to applicants. Audits and completes certificates. Updates various documents, spreadsheets and databases regarding recruitment and staffing. Reviews recruitment packages to ensure all documents are received from the service lines for the recruitment requests. Consults with supervisors/managers regarding the marketing sources for viable applicants for positions and recommends strategies for overcoming employment barriers. Provides technical advice and assistance to HR staff and management officials in all areas of recruitment and staffing. Supports employment programs by advising supervisors/managers on the fundamental legal and regulatory provisions of these programs. Coordinates and works with leadership regarding priorities for positions to be filled. Troubleshoots and resolves recruitment requests and contact Hiring Managers to finalize recruitment actions. Processes a variety of requests for personnel actions (RPAs) to fill a variety of positions and ensures that all personnel actions meet regulatory requirements. CONSULTATION (45 PERCENT):
Evaluates trends in missions, technology, manpower, fiscal resources and other factors influencing future needs. Advises staff on difficult and unusual recruitment, placement, and pay issues or problems. Advises on the selection of SMEs and the rating panel process. Provides advice to management and resolves problems that arise in administering recruitments. Prepares written correspondence and other documents, such as newsletters, congressional inquiries, responses to reconsiderations, verbal and/or written inquires from employees and other internal/external customers. Provides guidance to internal/external customers on regulations, policies, directives and applicable supplements. Consults with Hiring Managers on recruitment strategies, such as job fairs, social media, recruitment campaigns, graduates, colleges/universities, private sector and other specialty talent. Creates benchmarks by utilizing quantitative and qualitative recruitment data from OIG, annual workforce planning studies, special initiatives, and other VHA applicable studies and data to achieve short and long-term recruitment outcomes. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
applying laws, executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the recruitment and placement functions sufficient to provide comprehensive staffing and placement services; developing various recruitment strategies; advising management officials of various types of appointments; advising on procedural and regulatory requirements in recruitment and placement; developing vacancy announcements; using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and advising on position career patterns; OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR a LL.M, in related field. ; OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as listed above. To qualify for GS-12:

You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
applying a wide range of HR concepts, principles, laws, regulations, and practices to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid Title 38, and full Title 38 positions; providing custom recruitment strategies and consultative services; applying quantitative and qualitative data to advise leadership in regards to employment and recruitment trends; providing comprehensive HR services; developing various recruitment strategies; advising management officials of various types of appointments; advising on procedural and regulatory requirements in recruitment and placement; developing vacancy announcements; using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and advising on position career patterns. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
