Human Resources Assistant (Recruitment/Placement)

As a Human Resources Assistant (Recruitment/Placement) for the Los Angeles, CA Strategic Business Unit you will report directly to the Supervisory Human Resources Specialist. Duties include, but are not limited to:
Conducting recruitment/examining activities for assigned positions (GS-7 and below, and wage grade). Reviewing applications for corresponding qualifications competencies or skill match, and forwarding certificates of eligible to selecting officials. Ensuring selectees meet all regulatory and legal obligations for proposed appointments, and are able to meet special requirements such as security clearances, physical prerequisites, or drug testing requirements. Sending notice of results to applicants, and preparing files for announcement close out. Applying pay setting in accordance with applicable OPM and/or internal pay setting policies, coding staffing actions in accordance with the Guide to Process Personnel Actions, and coordinating with payroll personnel in order to resolve pay issues timely. Assisting HR specialists with the onboarding of new employees to include arranging for physical examinations, ensuring completion of all appropriate benefit forms, extending job offers, coordinating start dates, forwarding pre-employment packets to new appointees, and coordinating with other related functional offices involved in onboarding. Independently conducting orientation for new appointees. Processing new employees' enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Explaining pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices. Coordinating and processing required clearance documents for employees leaving the agency or federal service. Assisting HR Specialists with identifying proper documentation to ensure the electronic personnel file is current and up to date during the recruitment and onboarding process. Responding to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, and competencies needed to fulfill a position's major duties and/or requirements, etc. Assisting specialists by maintaining automated databases in order to track information and extract data used to generate documents, records, and reports. Reviewing correspondence and provide a variety of information as appropriate. Using word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve, and print a variety of documents. Producing correspondence, memoranda, directives, forms, reports, create of maintain spreadsheets or databases, etc. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. There are no time-in-grade requirements for the GS-05 position. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge of human resource methods, regulations and principles in order to provide technical support relating to recruitment and placement; use of office automation in performing personnel and/or administrative work in support of personnel actions, managing pre-employment processes for incoming employees; responding to customer inquiries, drafting and reviewing correspondence and data entry OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education when combined equal to 100% of the requirement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
