WHAT IS THE OPPORTUNITY?The Risk Manager oversees and leads the development, implementation and maintenance of Regulatory Reporting, Compliance, Risk, Data Quality/Management and Quality Control for small business, consumer and commercial segments.
Additionally the candidate is a key contributor on related faculties for enterprise-wide policies, programs and standards for the centralized Small Business/Consumer and Commercial segments.

WHAT WILL YOU DO?Directs staff and initiatives that support risk management programs, to include governance support, risk oversight, risk infrastructure development, identification, quantification, and aggregation of key and emerging risks and/or operational risks and controls.
Advises senior management and influences process change.
Partners with key stakeholders in the business and oversees the identification, assessment and documentation of risks and controls, including risks associated with new or modified products, services, distribution channels, regulations and/or third party operations.
Develop a continuous monitoring program for all consumer/small business/commercial segments including the use of key performance indicators to help identify emerging risks in the portfolioDevelops, maintains and monitors criteria for portfolio grading of incoming new loans and portfolio monitoring methodology along with the applicable identification policies and proceduresEvaluate Credit Risk Policies to assess that the appropriate controls are in place to effectively manage credit risk and monitor adherence to approved policiesActs as the primary contributor from a risk, compliance and data quality view into enterprise wide initiatives (ie LIBOR replacement, AIRB implementation).
Provides compliance oversight for the centralized commercial, consumer and small business segmentsDevelops the centralized commercial, consumer and small business segments Risk Control Self Assessment program including all management and regulatory reporting including SOX and CRA certification; also includes Risk Administration for Early Warning and Document StandardizationResponsible for all regulatory reporting for the small business/consumer and commercial segments including but not limited to HMDA, CCAR, ECOAActs as the primary liaison with internal and external auditors across all small business/consumer and commercial segments.
Responsible for achieving satisfactory assessments in regulators, internal audit and loan review examinations.
Ensures that fully or partially automated documentation systems are periodically reviewed for compliance with consumer laws, Federal regulations and industry standards.
Work collaboratively within the division and with second line of defense teams to coordinate risk management and measurement activity.
Assists with inquiries from regulatory agencies and/or auditors as suitable; escalates issues as appropriate;Reviews and monitors federal, state, and regulatory publications and other compliance resources to maintain current knowledge of regulations, rules, and industry best practice expectations;Partners with and builds effective relationships with senior management and other colleagues throughout the bank to ensure compliance objectives are met.
Reviews existing policies and procedures and influences the successful creation and implementation of quality control activities to ensure robust compliance mechanisms and internal controls are in place and adhered to.

Implements and monitors complex credit processes, systems, policies and procedures, personnel development and change management ensuring accurate compliance with current Originations requirements, and all internal and external banking regulations and standards.
WHAT DO YOU NEED TO SUCCEEDMust-Have Minimum 10 years of experience in the financial industry with a specific focus on Consumer Credit & Risk ManagementMinimum 7 years of management experienceMinimum 7 years of experience in evaluating, interpreting, and communicating consumer, small business and commercial laws and regulationsSkills and KnowledgeExceptional oral, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, interpret documents, understand procedures, write reports and correspondence, speak clearly to customers and employees.
Knowledge of related State and Federal banking regulations.
Ability to analyze complex situations and provide guidance, makes recommendations, and/or escalates the issues to appropriate level of management.
Ability to work with no supervision while performing duties.
Proven ability to effectively train and instruct others in a formal classroom or one-on-one environment.
Advanced knowledge and technical experience required in documenting consumer and commercial loans and real estate secured loans.
Knowledge of general banking operations to include loan processing, collateral, insurance and related loan-specific requirements.
Knowledge of SBA, CDC and CRA loans, participation and syndicated loans preferred.
Prior demonstrated experience in managing, developing and motivating professional and clerical staff required.
Previous experience working in a highly centralized environment across multiple loan products preferred.

Estimated Salary: $20 to $28 per hour based on qualifications.
